D~~~~ Pubfic Works
Maintenance Division
City of Eugene
Fleet and Radio Communication Services
1820. Roosevelt Blvd.
Eugene, Oregon 97402
(541) 682-4$00
(541) 682-4882 FAX
www.ci.eugene.or. us
Date: 08/8/2005
From: Jim Glover, Fleet and Radio Communication Services Operations Supervisor
Keith Nicolson, Fleet and Radio Communication Services Technical Supervisor
Subject: Creation of a third (3`d) shift
Goal: Reorganization of Fleet and Radio Communication Services
{Change in service level)
Observation: To meet our customers' demands and enhance the level of service we provide,
Fleet and Radio Commurrication Services is engaged in an ongoing reorganization process. We
have completed the initial stage by ad~jwsting the shifts and responsibilities of our management
staff, allowing them to be more available to our customers as well as internal staff. Fleet
Services needs to improve customer service through extended service hours, increased efficiency
and improved access to service personnel. Fleet's hours of operation may have been adequate in
years past; however, our customers' needs, like the industry in which we serve, are ever
changing. As we move into the future exploring new revenue resources, customer bases and
additional jobs, it is vital that we address customer needs in a more convenient manner. If we are
to succeed in our endeavors, we must fulfill our commitment to provide safe and operational
equipment and vehicles for our customers in an efficient manner.
Findings: At Fleet Services we are continually looking for ways to remain a viable and
sustainable resource for our customers and assure the longevity and efficiency of our program as

well as those of our customers. During these efforts two things have become clear to us:
• Many of our customers perform 24 hour operations using specialized equipment: EFD,
EPD, PWM, WWTP and AIRPORT OPERATIONS. We believe that being available 24
hours a day would reduce the need in some cases. for operators to switch
equipment/vehicles, which creates inconvenience and down time for minor drive-in
repairs. (Police, Fire, and Sweeper Crew)
• The majority of the light vehicles (cars, pick ups and vans) operated by our customers are
used during the standard 8 tv 5 work schedule. This makes equipmentJvehieles more
readily available after normal work hours for evening service or repair work. Performing
repair or maintenance on these vehicles/equipment after hours would greatly reduce the
down time fur our customers during operational hours.
