6. What is the planned date of completion?
Pending funding approval, improvements to 8th Avenue and construction of Ferry Street would
be completed by 2004. Construction of the new Federal Courthouse is projected to be completed
in the fall of 2005. The low-build street improvements will be needed in advance to provide
sufficient access for construction for the new Federal Courthouse.
B, ROAD IMPROVEMENTS DESCRIPTION -Describe in detail- the public road-
improvements to be constructed for which County funding is being requested.
Attach plan diagrams.
&rh Avenue Improvements
Reconstruct 8t Avenue between Mill Street and Ferry Street to match existing two-way, 34-foot.
street width to correct subgrade, paving and drainage deficiencies. Include new 12-foot wide
sidewalk on south side with tree planters approximately every 30 feet. Project will include
signing, striping and illumination per City standards. On-street parking will be allowed on the
south side of the street.
Ferry Street Construction
Construct a new two-way Ferry Street extension north of 8th Avenue to a point just south of the
Union Pacific Railroad. Typical street section will include two travel lanes and parking bays on
both sides of the street. Street trees will be provided intermittent with the parking bays as well as
setback sidewalks. Project will include signing, striping and illumination per City standards.
A Plan Diagram is attached as Appendix A.
1. What is the estimated cost of the road improvements? $ $450,000
How was this estimate determined?
The estimated cost for the minimum transportation system improvements associated with the
new Federal Courthouse is $450,000. A detailed cost estimate is included in the attached
Appendix B.
The project estimate was developed using unit costs from past projects of a similar nature. Those
unit costs were then applied to the current project quantities to amve at the preliminary project
cost estimate. The preliminary cost estimate assumes a figure of 15 percent of the estimated
construction costs for the design -and construction engineering as well as a 10 percent

..contingency.
2. What is the amount of County funds being requested? $ $400,000
The City of Eugene is requesting County funds in the amount of $400,000 for low-build
transportation system improvements necessary for the construction and short-term operation of
the new Federal Courthouse facility. Together with $50,000 in City funds, this will result in a
project of $450,000. -
-6-
