Several alternatives are being considered for the long-term transportation system in the area to <br /> accomplish these goals. In the meantime, to provide needed access for the new courthouse a first <br /> phase of improvements is needed. <br /> The purpose of this project is to implement a modified version of the low-build transportation <br /> option identified by the Courthouse Area Concept Plan. It will include improvements to Stn <br /> Avenue between Miil Street and Ferry Street and construct a new extension of Ferry Street north <br /> of 8th. Avenue to near the exiting Union Pacific Railroad line. These improvements are necessary <br /> to allow sufficient access for the construction and short-term operation of the new Federal <br /> Courthouse. <br /> The new Federal Courthouse and the surrounding transportation system will provide necessary <br /> services for all citizens of Lane County and citizens of Oregon outside of the Portland <br /> metropolitan area. The transportation improvements also provide the first step toward a greater <br /> transportation solution for the new courthouse area. Ultimately, the Courthouse Area Concept <br /> Plan will be realized and citizens will enjoy improved access to a vibrant courthouse area <br /> connecting Eugene's downtown with the Willamette River. <br /> 2. Will the facility be available for use by all County residents? If no, please explain. <br /> 8th Avenue is currently and the Ferry Street extension will be a public street. As public streets,- <br /> they will be open to all vehicular traffic and accessible by all Lane County residents. These <br /> streets provide necessary access to the planned new Federal Courthouse and surrounding area. <br /> 3. What similar facilities are in the area of your proposed facility? <br /> 8th Avenue currently exists as a local street east of Mill Street and connects with Ferry Street and <br /> Hilyard Street. Ferry Street exists only as a local. street south of 8th Avenue and connects with <br /> East Broadway. As proposed, improvements to 8th Avenue and construction of Ferry Street will <br /> provide essential opportunities for local circulation which do not currently exist. The <br /> improvements will allow sufficient access for the construction and short-term operation of the <br /> new Federal Courthouse facility. <br /> 4. Will there be a fee or charge to use the facility? If yes, please explain and indicate <br /> if it will be the same for all County residents. <br /> There will be no fee or charge associated with the regular use of 8th Avenue or Ferry Street. <br /> 5. Wha# is the estimated cost of the total project? <br /> The preliminary cost estimate for improving 8th Avenue and constructing Ferry Street is <br /> $450,000. This cost represents the minimum transportation system improvements required for <br /> the new Federal Courthouse to open in a timely manner. Much more planning and transportation <br /> improvements will be needed in order to meet the full demands for access and circulation in the <br /> <br /> new Federal Courthouse area. <br /> -5- <br /> <br />
