3. In the event that County funds are not available, or not available in the full amount <br /> - requested, how will the road .needs of the project be addressed? <br /> County funds are considered to be critical for the completion of the proposed project. In the <br /> event that County funds are not available, the project would not move forward'until other sources <br /> of project funds are identified and secured. A request for funding has been made to Congress as <br /> part of a united front effort identifying Federal Priorities for Lane County, .Oregon (attached as <br /> Appendix C). It is not known what the outcome of that request will be. In addition, both requests <br /> represent just the minimal improvements needed for the transportation system iri the area <br /> surrounding the new Federal Courthouse facility. <br /> Tentatively, the City of Eugene has identified the possibility of seeking additional Federal funds <br /> from the reauthorization of TEA-21 in 2003. These funds would be needed to address the long- <br /> term transportation and infrastructure needs of the new Federal Courthouse district. <br /> 4. Provide information on your plans for construction of the road improvements. <br /> The City of Eugene Public Works staff, in coordination with Lane County Public Works staff <br /> may design, contract and administer construction of the improvements. City staff is available to <br /> work on this project. However, if desired, the City will enter into discussions with Lane County <br /> regarding the responsibility for design and contract administration. <br /> Design of the transportation improvements will likely take place during 2002-2003 with request <br /> for construction bids advertised in early spring of 2003. <br /> The construction contract would be available for bidding by all licensed and bonded contractors <br /> with experience with this work. The contract would be awarded to the lowest responsible bidder. <br /> Contract administration may be performed by City Public Works Engineering Staff. City Public <br /> Works Engineering Staff includes licensed Civil Engineers, Engineering Associates with decades <br /> of civil and construction experience and Associate Engineering Technicians and Engineering <br /> Technicians with many years of drafting, surveying and inspection, as well as licensed <br /> Landscape Architects. We estimate the engineering costs to be approximately 15 percent of the <br /> total. project construction cost. <br /> 5. If this project is within a city, has the city agreed to accept jurisdiction of the road. <br /> improvements upon completion of the project? <br /> The City of Eugene currently has maintenance and improvement jurisdiction for 8th Avenue. The <br /> City of Eugene will also dedicate the right-of--way necessary for the construction of the Ferry <br /> Street extension from land it currently owns. The City of Eugene will maintain jurisdiction for <br /> both facilities upon completion of the project. <br /> 6. What are the plans to assure roads will be maintained? <br /> City of Eugene Public Works Department will continue to maintain 8th Avenue and begin <br /> maintenance of Ferry Street upon completion of the project. Both 8th Avenue and Ferry Street <br /> will continue to be included in the City's regular maintenance schedule. <br /> -7- <br /> <br /> . <br /> <br />
