available to pay the bill, EWEB would likely go to greater efforts to make collection, potentially <br /> resulting in recovery of at least some of those delinquent bills. Also, we have pointed out that <br /> the source of Energy Share has historically been EWEB customers, who are also city utility <br /> customers. It is largely because Water is now also a regular contributor to Energy Share that we <br /> -are more strongly considering an obligation for the city to contribute, as well <br /> Next Steps (include dates if available) -Negotiating Strategies: <br /> In addition to the Energy Share issues, Public Works Admin has also been working with EWEB <br /> on a number of other issues related to our overall billing relationship, such as potential <br /> transportation fee billing discussions and the need for improved reporting and system support <br /> service from EWEB. We have conveyed to EWEB staff that it is our strong preference NOT to <br /> separate and deal with Energy Share on a piece-meal basis but, instead, to include it in the July <br /> 18 City Manager -General Director discussions of the broad range of city-EWEB issues. <br /> EWEB, through Deb Brewer, has indicated to us several times that securing city participation in <br /> Energy Share is one of their highest-priority city-EWEB issues, along with obtaining rezoning <br /> for their riverfront property. For this reason, we believe a successful resolution of this issue in <br /> July/August would be an important foundation for alate-summer request by the City for Board <br /> consideration of an expansion of our historical billing agreement to include TSMF. <br /> There are obviously some administrative and implementation issues to be worked out (e.g., the <br /> mechanics of how the contribution will be transacted, agreements as to how we calculate <br /> contribution targets for ensuing budget years, annual performance and activity reporting for the <br /> Energy Share program, etc.). Specifically, we'd like to see the establishment of an interagency <br /> oversight group which would meet once or twice a year to review outcome and activity measures <br /> for the program from the prior year, review activity data and set new budgets, contribution <br /> targets and performance targets, for the subsequent year. <br /> It would also be very helpful for us to have actuals data from the Energy Share program for 2006 <br /> in time to begin our budget development process for FY2007-2008. By that time, I hope we can <br /> convene that small intergovernmental oversight group to have some more deliberate input into <br /> the targets for calendar year 2007: <br /> We've also discussed with Deb that, eventually, it would be nice if the City Council could <br /> somehow receive some public credit and acknowledgement for this contribution. This could be <br /> as simple as including the city logo on the Energy Share literature and the campaign contribution <br /> flyer that goes out with the billings. I've also suggested that it would be appropriate for the <br /> EWEB Board to send a short note of appreciation to the Council for their participation in this <br /> <br /> important community program. <br /> _ <br /> <br />
