photographically documented by the Emerald Photographic Society. <br /> Background Information <br /> The Bunkhouse is one of three structures considered to be integral components of the Southern <br /> Pacific Railroad Depot complex. The Southern Pacific Depot, Express Building, and Bunkhouse <br /> were listed as City of Eugene Historic Landmarks in 1979. The Bunkhouse was originally used <br /> as a stopover bunk house for railroad employees and predates the 1908 Depot. It was originally <br /> located to the west of the Depot and was moved to its current location to the east of the Depot by <br /> 1948. By 1956 it was being used as a "tool house." It is located on private land but is available to <br /> the city for relocation as part of the land the city acquired with the historic Southern Pacific <br /> Railroad Depot. The Bunkhouse is not now in railroad use, but will be following its <br /> rehabilitation. <br /> Referrals were made to the relevant agencies and persons for this application on August 19, <br /> 2003. No response was received from the Downtown Neighborhood Association. Mark <br /> Whitmill at the Building & Permit Services Division (PDD) returned his referral on August 21, <br /> 2003, stating that there are issues with fire resistance and opening protection of the exterior walls <br /> due to the proximity of the proposed building locations to the west and south property lines. He <br /> stated that: <br /> "For this type of occupancy and building construction, exterior walls located less than 20 <br /> feet from a property line must have afire-resistive rating of not less than one-hour. <br /> Openings, .such as doors and windows, in exterior walls located less than 5 feet from a <br /> property line are prohibited. Openings in exterior walls located less than 10 feet from a <br /> property line must have a 3/4 hour fire-protection rating. The above provisions do not <br /> apply to walls at right angles to the property line." <br /> There have been two responses to the public notice that was mailed on August 22, 2003. Mrs. <br /> Ruth J. Beckman returned her notice letter with a note stating that she agreed with the proposal to <br /> move the Bunkhouse. Her name and address were added to the Interested Parties list. A letter <br /> was received from David J. Richey of the Growers Market, Inc. on September 5th, 2003. Mr. <br /> Richey outlined three concerns regarding the temporary location of the Bunkhouse: <br /> "1. The impact of the placement of the structure on the existing apple tree located at the <br /> southwest corner of the property. <br /> 2. The impact of the placement of the structure on the use of building compost <br /> containers located along the southern border of the property east of the apple tree, and <br /> 3. The loss of parking spaces for the members and tenants of Growers Market, Inc. due <br /> to their occupation by the bunkhouse structure." <br /> On September 19, 2003, Russ Mecredy, Project Manager for the station rehabilitation project <br /> wrote David J. Richey explaining the City's position on the above referenced issues.
