proposed location. The Growers Market has been advised to consult with Diamond Parking who <br /> manage the monthly permits for the parking available on the City owned site. No conditions <br /> need to be attached to this application with regards to Mr. Richey's letter. <br /> Findings <br /> This move is subject to the provisions of the Eugene Code, Section 9.8185 Historic Property <br /> Moving Approval Criteria. <br /> Section 9.8185 Criteria: <br /> No person may move a historic property unless the planning director has approved <br /> an application to do so and the necessary permits have been obtained. The planning <br /> director shall approve the application unless a postponement will likely result in <br /> preservation of the historic property at its current site. A postponement shall be for <br /> a maximum of 60 days from the time the city determines the application is complete. <br /> If the planning director requires postponement, the decision shall be in writing and <br /> contain findings and conclusions. The planning director shall consider all of the <br /> following in assessing the likelihood of historic preservation: <br /> 1. Relocation is the only viable alternative for preservation of the historic property. <br /> The bunkhouse has no marketability to the current owners at its current location "as is" or <br /> restored: for a contemporary use. The bunkhouse is very small, measuring approximately 20' x <br /> 18', making itof little value to a commercial project. Development at the existing site would <br /> require extensive rehabilitation as the bunkhouse is in a deteriorated condition. Rehabilitation <br /> for commercial use might require expansion of the building footprint to make the bunkhouse <br /> financially profitable. Expansion of the building footprint is not considered appropriate to the <br /> building's historic status, as it is a unique resource associated with early railroad use in Eugene. <br /> Faced with these options, relocating this structure appears to be the onlyway to effectively <br /> preserve the bunkhouse. Moving the bunkhouse onto-City owned property will help to assure the <br /> rehabilitation of the bunkhouse at a fixture date as part of the multi modal vision for the depot <br /> area. <br /> 2. The effects of the moving upon the use and development of the historic property. <br /> Relocating the bunkhouse to the proposed location would allow it to be used as a viable railroad <br /> building once again. The proposed move. will place this historic asset in close proximity to the <br /> railroad as well as to the. other two component structures of the depot complex. Placing the <br /> building on the site near its intended location will better assure the building is maintained in the <br /> interim and eventually rehabilitated.
