Staff has begun to analyze the Eugene Land Use Code to determine the most effective and <br /> efficient code amendments to implement protection of salmon habitat, and may recommend an <br /> alternative to the overlay district originally proposed. <br /> Strategy B: Review Waterway and Riparian Maintenance and Operational Practices <br /> Strategy: Review maintenance and operational practices within designated protected riparian areas <br /> regarding disposition of large wood in the channel, construction of maintenance access roads, and other <br /> pertinent maintenance practices. <br /> Responsible work unit.• Public Works, Parks and Open Space Division <br /> Progress to date: An initial review of the City's waterway and riparian area O&M practices has been <br /> completed. This review included practices related to in-channel sediment removal; in-channel, bank, and <br /> riparian area vegetation control; bank stability protection and corrective measures; and access road <br /> design and location on the majority of open waterways under the City's maintenance jurisdiction. A <br /> number of proposed revisions to O&M practices are documented in an internal manual entitled Draft <br /> Open Waterway Maintenance Plans. Whereas this strategy maybe viewed as a one time review effort, <br /> it should really be considered a periodic or even an on-going process as new information regarding habit <br /> and stormwater runoff impacts to endangered Salmon may result in additional revisions to the City's <br /> waterway and riparian area O&M practices. <br /> Revised or newly implemented waterway and riparian area O&M practices related to salmon include: <br /> • Where drainage capacity allows, minimize riparian vegetation removal on the slopes and upper <br /> banks of creeks and drainage channels to improve shading for temperature control, hopefully <br /> resulting in cooler flows entering the Willamette River farther downstream. <br /> • Perform necessary vegetation removal using hand labor, thereby minimizing erosion and <br /> potential equipment related pollutant impacts. <br /> • Where possible, locate any new waterway access roads so as to minimize impacts to riparian <br /> vegetation. <br /> • In waterways where juvenile salmonids may be present (such as Canoe Canal and Delta Ponds) <br /> place stumps and/or other woody debris in locations where they maybe useful for hiding and <br /> refuge for juvenile salmon. <br /> Strategy C: Examine Intake Screens and Retrofit If Necessary <br /> Strategy: Review screens on intake pipe for Alton Baker Park Canoe Canal, and any other water <br /> withdrawal structures in the Willamette River operated by the City, to ensure they are adequate to <br /> prevent accidental fish entry and to ensure that they are consistent with National Marine Fisheries <br /> Service (NMFS) intake screen standards. If screens are found that are inadequate, retrofit or replace <br /> them to bring them into conformance with NMFS standards. <br /> Responsible work unit: Public Works, Parks and Open Space Division <br /> <br /> Progress to date: The intake to the Canoe Canal is the only water withdrawal structure from the <br /> Willamette or McKenzie Rivers that is operated by the City, except for the high flow intake into the <br /> Delta Ponds. However, the Delta Ponds intake is to be addressed as part of the. pending Corps of <br /> _ _ <br /> <br />
