However, Parks <br /> and Open Space (POS) staff have not been able to get a determination from National Oceanic and <br /> Atmospheric Administration (NOAA) Fisheries (previously NMFS) on whether this is desirable or not. <br /> Repeated attempts to have a NOAA representative make a site visit and recommendation have been <br /> unsuccessful. Jeff Ziller, District Oregon Department of Fish and Wildlife (ODFW) fisheries biologist, <br /> has visited the site with Trevor Taylor and is of the opinion that although the Canoe Canal is not the best <br /> habitat for juvenile salmon, it does provide valuable a high river flow refuge area for them and is <br /> probably doing more good than harm. City staff will continue efforts to have a NOAA fisheries biologist <br /> make a recommendation prior to the City undertaking any screen retrofit action. <br /> Strategy D. Implement the "Guidelines for Evaluating City Projects for Salmon/ESA Impacts" <br /> Strategy.• Proceed with distribution of the guidelines, providing education and technical support and <br /> providing management direction for staff to use the guidelines in the early stages of planning, <br /> engineering and design of projects throughout the City organization. <br /> Responsible work unit: Planning and Development Department, Planning Division <br /> Progress to date: The Guidelines were drafted and were applied to three pilot projects in the <br /> February and March of 2002: (1) the Courthouse District Plan, (2) the Delta Ponds Restoration <br /> Project, and (3) the Rasor Park Master Plan. PDD's staff lead on this strategy, Eric Wold, left <br /> the department for a position in Public Works in Apri12002. His position was not filled until <br /> September 2002, and the new planner, Ann Siegenthaler, has been dedicated entirely to <br /> Eugene's Goa15 process, leaving insufficient staff resources to complete this task. Work on this <br /> task is expected to be renewed in 2004. At that-time, the results of the three pilot applications <br /> will be compiled into a brief report and brought back to EPT for review. <br /> Strategy E: Develop and Adopt a City Integrated Pest Management Policy <br /> Strategy: Adopt a policy to ensure the consistent application of integrated pest management (IPM) <br /> practices throughout the city organization, and to guide the City's use of chemical pesticides. Provide <br /> direction on (1) limiting pesticide application to the minimum necessary amount and frequency, (2). <br /> limiting use of pesticides in riparian areas, (3) limiting use of chemicals toxic to fish, and (4) citizen <br /> outreach and notification. <br /> Responsible work unit: Public Works, Parks and Open Space Division <br /> <br /> Progress to date: During FY03, POS Parks Operations staff conducted a comprehensive IPM <br /> education and training session for all City Public Works Department staff involved in landscape <br /> management operations. Attending were a large number of staff from the Department's Parks and Open <br /> Space, Airport, and Wastewater Divisions. However, developing and adopting aCity-wide IPM policy <br /> and implementing citizen outreach and notification will require staff resource that is currently not <br /> dedicated to this task. This completion of this strategy was targeted for the ESA Salmon Outreach <br /> Coordinator position, the funding for which has been cancelled. As such, no progress has been made <br /> <br /> beyond the initial staff education component. <br /> <br />
