e
Planning & Development
Administration
City of Eugene
99 West 10th Avenue
MEMORANDUM Eugene, Oregon 97401
(541)682-5377
(541) 682-8335 FAX
www.ci.eugene.or.us
Date: February 16, 2004
To: Mayor Torrey and City Council
From: Tom Coyle, 682-6077
Environmental Policy Team Co-Chair, Planning and Development Director
Kurt Corey, 682-5241
Environmental Policy Team Co-Chair, Public Works Director
Subject: COUNCIL ASSIGNMENT RESPONSE: PROGRESS REPORT ON
ENDANGERED SPECIES ACT/SALMON STRATEGY IMPLEMENTATION
This memo provides progress reports on each of the ten Endangered Species Act (ESA)/Salmon
strategies that were approved by the Environmental Policy Team (EPT) in July 2002 and reviewed by
the Council in November 2002. Information on the current status of each strategy was provided by the
work unit listed as responsible.
Strategy A: Create a Salmon Habitat Protection Overlay District
Strategy: Create a new overlay district to protect habitat for wild spring Chinook salmon.
Responsible work unit: Planning and Development (PDD), Planning Division
Progress to date: The EPT and the Council directed staff to conduct additional public outreach
prior to bringing this strategy back to the Council for endorsement. Due to the overlap between
the proposed salmon habitat protection and the on-going Statewide Planning Goa15 inventory
adoption process, Goa15 staff, the ESA/Salmon Team and the ESA/Salmon outreach teams
decided that postponing the outreach on the salmon habitat protection measures would help
reduce confusion between the two related projects.
Since the salmon habitat protection measures would be subject to Goa15 process requirements,
staff has recommended pursuing these provision as part of the implementation package for the
Eugene Goal 5 Riparian Inventory. The first step of this process is to conduct three community
workshops to provide education about salmon, salmon habitat and the proposed protection
measures, and to solicit feedback from the community on the proposed protection measures.
The primary funding source for this work was earlier identified at the Stormwater Fund. Due to

the current revenue shortage in the Stormwater Fund this work was. placed on hold pending the
development of an alternate funding proposal.
