The following note shall be included on the final site plans: "Parking lot landscaping shall <br /> be designed and constructed consistent with the requirements in place in the Eugene Code at <br /> the time of building permit submittal." <br /> DISCUSSION AND FINDINGS <br /> Proposal <br /> As explained in the Staff Report, dated January 16, 2004, the applicant requests approval of a <br /> Willamette Greenway Permit to allow for habitat restoration and passive recreation improvements <br /> within the Delta Ponds area. The purpose of the habitat restoration is to reestablish the floodplain <br /> of the Willamette River and improve habitat conditions and wildlife diversity through reconnecting <br /> much of the Delta Ponds area to the Willamette River during winter and spring flows to allow <br /> <br /> .salmon rearing and refuge during flood events. Specific restoration. improvements in Area One, , <br /> which contains Ponds A through E (see the applicant's site plan, and page 2 and Attachment C of <br /> the applicant's written statement for specific project details and pond locations), include lowering <br /> an existing overflow swale adjacent to Pond A, placing a culvert under the levee between Ponds C <br /> and D and constructing weirs to connect Pond D to the Willamette River. Additionally, non-native <br /> invasive plants materials will be removed and placed with native riparian and upland species and <br /> large wood debris will be placed in Ponds A, C and D. <br /> Restoration improvements specific to Area Two, which contains Ponds F through L, include placing <br /> a box culvert under Goodpasture Island Road to allow flow between Ponds E and F, excavation of <br /> swales through Ponds F, G H and L to allow flow to Debrick Slough, and removal of high spots in <br /> Debrick Slough. <br /> Restoration improvements in Area Three (Ponds M through R) include placing box culverts under <br /> Delta Highway to connect Area Two and Area Three and the placement of fill material along the <br /> highway embankment to provide an upland buffer zone. Additionally, removal and replacement of <br /> invasive plant and placement of woody debris is proposed. <br /> Restoration improvements in Area Four include the removal ofnon-native plant species and re- <br /> vegetation with native riparian species. <br /> The purpose of the recreation improvements is to provide accessible recreational and educational <br /> opportunities within the Delta Ponds area, and connections to adjacent neighborhoods and.trail <br /> systems. Proposed improvements include two paved parking lots, a trail system-of approximately <br /> 8,2501inear feet, three accessible viewing areas an accessible boardwalk, and three pedestrian <br /> bridges. <br /> The two proposed parking areas, to be located along Goodpasture Island Road, will accommodate a <br /> total of 19 cars and two buses. Bicycle parking, portable restrooms, and storm drainage will also be <br /> provided at each parking area. The trail system will be composed of 6-foot wide graveled paths fore <br /> pedestrian use and be located primarily on earthen benches graded around the perimeter of the <br /> ponds where the banks are currently steep. Benches and interpretive signing will be located along. <br /> the trail system. A potential extension of the existing paved multi-purpose path currently running <br /> along the south of the ponds is also proposed to connect to the residential neighborhood east of <br /> Delta Highway.. Three accessible interpretive viewing areas are proposed: one at each parking lot <br /> <br /> .and one to the east of the northern most parking lot, along the gravel trail. The location of these <br /> improvements is detailed on the applicant's site plan <br /> As described in the applicant's written statement and shown on the proposed site plans, the Delta <br /> Ponds project area is located in the Goodpasture Island area of the Willakenzie Neighborhood in <br /> north Eugene, along the east bank of the Willamette River.
