approximately 200 acres of abandoned gravel quarries and adjacent lands. The ponds are remnants <br /> of a former main channel of the Willamette River and floodplain alluvial deposits from the river's <br /> <br /> meandering that were extensively mined. Following the end of the mining in 1962, the ponds were <br /> abandoned and several major roadways were built in the area. The City eventually purchased 85 <br /> acres of the area for park use. According to the applicant's written statement, the ponds have had <br /> limited use by Eugene residents for several decades as a place to recreate, despite the lack of <br /> developed facilities. <br /> The improvements proposed as part of this Willamette Greenway Permit request are to occur on the <br /> tax lots listed below, as well as within the right-of--way of Delta Highway and Goodpasture Island <br /> Road. <br /> Assessor's Map Tax Lot Zoning Ownership <br /> 17-03-18-00 4400 AG Eugene Sand & Gravel <br /> 17-03-18-33 300 R-2/PD Lane County <br /> 17-04-24-10 700 R-1 McKenzie River Broadcasting <br /> 17-04-24-10 - 800 R-2/PD* -City of Eugene <br /> 17-04-24-10 1600 R-2/PD* City of Eugene <br /> 17-04-24-40 100 PL City of Eugene <br /> *Indicatestax lots subject to concurrent zone change request to PL (reference. City filet 03-5.). <br /> As shown on the site plan, the majority of the Delta Ponds site is located within the boundaries of <br /> the Willamette River Greenway. According to EC 9.8805, the proposed improvements are subject <br /> to Willamette Greenway permit requirements. Any improvements on portions of the site not <br /> located within the Willamette River Greenway boundaries are not subject to these requirements or <br /> this request. As required per EC 9:9.7005(3), apre-application conference was requested by the <br /> applicant, and was held January 3, 2003. <br /> According to the applicant's written statement, the construction of the proposed improvements is <br /> schedule to begin in June or July of 2004, with completion in December 2004. Restoration and <br /> <br /> 'maintenance activities will be on-going. Per EC 9.7340(4), this Willamette Greenway permit <br /> approval shall expire 18 months. after the effective date of approval unless actual construction or <br /> alternation has begun under a required permit, or in the case of a permit not involving construction <br /> or alteration, actual commencement of the authorized activity has begun. <br /> Related Applications <br /> Z 03-5: Concurrent approval of a zone change.from R-2/PD Medium-Density Residential with <br /> Planned Unit Development overlay to PL Public Land for. City-owned tax lots. 800 and -1600 of <br /> Assessor's Map 17-04-24-10: _ - <br /> WG 01-2: Approval of a Willamette Greenway Permit to construct a 12-foot wide paved multi-use <br /> bicycle and pedestrian path along the Willamette River and Delta Ponds, connecting with the <br /> existing trail system at River Island Estates and Valley River Center. A portion of this path, known <br /> as the East Bank Trail, is located along tax lot 1:00 of Assessor's map 17-04-24-40, and is shown on <br /> the site plan-for the subject Greenway Permit. <br /> Z 97-18: Approval of a zone change request to rezone tax lot 100 of Assessor's Map 17-04-24-40 <br /> from R-2/PD to PL. <br /> WG 96-1: Approval of a Willamette Greenway Permit to construct a bicycle path between Green <br /> Acres Road/Delta Highway and the east bank of the Willamette River.
