Contract Amendments <br /> Contract amendments are needed at this time to continue with the work plan. Brown <br /> and Caldwell, LCOG, and Branch Engineering are each seeking approval of contract <br /> amendments to proceed. In recognition of the additional information related to the <br /> projects feasibility expected for the August work session, the authorizations being <br /> requested at this time have been scaled back to get us through the next two months. <br /> The council should antici at <br /> e additi <br /> p onal task orders or wor <br /> k authoriz <br /> ations will be <br /> requested coincident with the August meeting. Those requests will be focused on a <br /> longer time frame of a six to twelve month period. <br /> Brown And Caldwell -The Master Services Agreement between Coburg and Brown and <br /> Caldwell currently authorizes work through the preliminary design phase of the project. <br /> With completion of the Preliminary Design Report, most of the current contract scope <br /> has been completed. Remaining work primarily consists of geotechnical investigations, <br /> s - <br /> urve ri ht-of w <br /> a ac uisition <br /> Y g and envi <br /> Y q ronmental assessment as required by funding <br /> agencies. A contract amendment will be needed to authorize detailed design. <br /> Amendment number 6 has been prepared to cover value engineering and detailed <br /> design for the wastewater collection system. <br /> Lane Council Of Governments -Amendment #2 to the Intergovernmental Agreement for <br /> the Coburg United Front has been prepared. LCOG will continue to provide assistance <br /> to the City in securing adequate funding for the project. New tasks included in this <br /> amendment will: <br /> • Assist further in the establishment of a Local Improvement District, <br /> • .Review the Urban Renewal District for updated development assumptions, <br /> revenue projections, and the analysis and recommendation for potential <br /> boundary adjustments, <br /> • Further assist in the pursuit of federal financial support, <br /> • Refine the overall financial model for the project. <br /> Branch Engineerinq - A task order for Branch Engineering's contract for City Engineer <br /> Services has been prepared to assist the City with the project management activities of <br /> the sewer project. The DEQ has approved funding for the involvement of the city <br /> engineer in the project. Activities included in the task order include: <br /> • Prepare agendas, notices, and notes for the project team meetings, <br /> • Prepare and update master project task list, schedule, and assignments, <br /> • Provide project cost tracking, reporting, and administrative services, <br /> • Participate in value engineering and design review activities, <br /> • Prepare project status reports. <br /> CITY COUNCIL POLICY & ACTIONS <br /> The City Council will be faced with a variety of actions necessary to the completion of <br /> the project. The master task list has been subdivided into seven categories. The <br /> second grouping charts the council involvement necessary to keep the project <br /> advancing. <br /> The immediate action request is for approval of the work order amendments discussed <br /> above.
