A tentative calendar of the succeeding council involvement will <br /> <br /> also be available on the 17tH <br /> The following is a brief summary of the current status of Brown and Caldwell's portion of <br /> the work for Coburg's wastewater project. <br /> ENGINEERING & DESIGN <br /> Preliminary Design -The Preliminary Design Report was completed and distributed to <br /> the DEQ and City staff. This report presents design concepts and initial layouts for the <br /> <br /> wastewater collection system and treatment facility. This document must receive DEQ <br /> approval prior to detailed design. <br /> Capaci Issues -Recent planning work indicates that population projections and related <br /> <br /> wastewater flows are considerably greater than anticipated by the. 1999 Wastewater <br /> Facilities Plan. At start-up, the treatment facility will be at about 65 percent capacity. A <br /> Phase 2 expansion plan will be include in the treatment facility design. The increased <br /> growth projections also impact the collection system design. Wastewater flow projections <br /> and basis for sizing both the collection and treatment systems are outlined in the <br /> Preliminary Design Report. <br /> Construction Cost -The Preliminary Design Report also includes an updated <br /> construction cost estimate at $12.2 million. This cost is significantly higher thane the <br /> previous planning estimates due to a three fold increase in projected population, <br /> increased labor and material costs since 1999, and revised collection system design that <br /> eliminated most of the pumped systems serving individual homes and businesses. <br /> Value Engineering -Projects of the size and complexity of Coburg's typically go through <br /> a Value Engineering (VE) process where a team of outside engineers scrutinize the <br /> preliminary design for cost saving opportunities. A VE session is being planned for the <br /> end of July. <br /> PROPERTY ACQUISITION <br /> Easements, right-of-ways and property purchase will be required where portions of the <br /> project will cross private property. This will include wastewater pumping stations and <br /> some pipeline routes. Right-of-Way Associates, Inc. is under contract to identify property <br /> owners and start negations for easements and property acquisition. <br /> PERMITS <br /> The following key permits will be required for the project: <br /> • Wetland Fill-Removal permit issued jointly by the Oregon Division of State Lands <br /> and the Corps of Engineers. <br /> • National Pollution Discharge Elimination System (NPDES) discharge permit <br /> issued by the DEQ. <br /> The wetland fill-removal permit will be needed for work at the treatment s ite a nd t he <br /> NPDES permit w ill b e n eeded f or d ischarging t reated a ffluent t o t he M cKenzie R fiver. <br /> City of Coburg Sewer Status Report Page 3 of S 7/1/2004 <br /> _ <br /> <br />
