The direction we left <br /> with was to report back to SEL in a month with the next level of identification of scope, resource needs, and timing for the <br /> expanded list of issues that have cost implications. Gary and I will meet by the end of this week after he's had the <br /> opportunity to look at it closely. We hope to get back to SEL in December, however, 12/10 may be overly ambitious. It <br /> may be your following meeting. I'm hoping that SEL will decide at the next discussion when a JEO meeting might be <br /> scheduled. I'm really hoping we can handle the MWMC IGA updates as a minor item with the individual governing <br /> bodies. With the blessings of the legal counsels and CEO's, I hoping this MWMC matter could be considered to be <br /> obvious common sense stuff that needs to be fixed, and that it manages to escape controversy (OK, so I'm wearing my <br /> rose colored glasses today.) Coburg will be controversial and I expect it will be protracted. If we were to have Coburg <br /> and IGA stuff on a common agenda of the JEO, I think it would be difficult to get them to focus on the need for expeditious <br /> clean up of the IGA completely separate from the Coburg matter. One of the things regional wastewater program staff, legal counsels from MWMC and Eug, Spr and LC, and the <br /> new MWMC Financial Advisor have been working on (for way too long) is a substantial set of mostly "housekeeping" <br /> revisions to the MWMC IGA. We actually started this process in 1999, and have gotten to the point where we need to get <br /> certain amendments adopted in order to move forward with the financing plan necessary to fund the MWMC facilities (ie <br /> issuance of revenue bonds in July 2005). Dave Jewett is finalizing the multi-jurisdictional review by legal counsel right <br /> now, so when the proposed revisions get to SEL, they will have had complete legal review. I understand that December <br /> 10 will be the last SEL meeting of the year, and I'm hoping we could get 20 minutes on the agenda to review the changes <br /> and seek SEL's approval to move forward to MWMC and the governing bodies, as well as strategic guidance for <br /> processing the changes this coming winter.
