These amendments do not address any aspect of the future possibility of serving Coburg or any other jurisdiction outside

the current service district, and it is very important that we are able to stay focused on the changes that need to be made
now to facilitate our basic service operation and financing. If the Coburg discussion gets brought into this discussion and
sidetracks it, we're going to be dead in the water in terms of our ability to complete the adoption process in time to go to

the bond rating agencies in the Spring. To that end, I'm somewhat concerned about LCOG's participation in the review
and discussion of this matter given their relationship with Coburg. I'll leave it at that.
The other food for thought is about who should attend the SEL meeting. At a minimum, I would like to have Jewett, and
Peter or Kurt (unless they are able to fully brief Dennis beforehand) because this needs to be viewed as a united front of
Eug and Spr Dan should be invited since he's the MWMC EO.
Please let me know whether this request can be granted, and if not, please advise me of the soonest opportunity to review
this matter with SEL. Thanks, Susie.
12/21/2004
