He will be in Portland tomorrow, so he cannot attend <br /> SEL. However, he concurs with my recommendation to SEL, that SEL should not accept the <br /> proposal at this time, and that we should continue down the path SEL directed us to follow <br /> previously. If we get bogged down in working through a facilitator to get the roughed out <br /> high level budget information, the work task of doing a first cut cost analysis for the <br /> purposes of reporting to our elected officials will get mired in the mountain of politics <br /> that has been built around this issue. As an aside, I just spoke with the Brown and <br /> Caldwell engineer on the Coburg Facilities Plan; and he agrees that this is a <br /> straightforward exercise of stating assumptions and associated costs based on those <br /> assumptions for the elected officials to review. I have scheduled a meeting for next <br /> Thursday with Jack Detweiler of B & C and Kurt Corey to .construct the analysis. State <br /> funding is not needed to facilitate timely completion of the work, and building additional <br /> meetings into our schedule to accommodate the process Jamon is proposing would further <br /> hinder our ability to move forward with implementation of the MWMC Facilities Plan. <br /> I think SEL can respond to Jamon and, in turn, :the state by saying that the framework for <br /> a state funded independent third party-facilitated study would be forwarded to the elected <br /> officials for their consideration when staff reports back to them in the late fall. That <br /> response would reflect continued accountability and responsiveness to the elected <br /> officials, while not "thumbing our noses" at the State, Coburg, or Jamon. It occurred to <br /> me after I talked to you that if this level of activity continues to occur on the Coburg <br /> issue and we are not able to put the question to rest tomorrow, and particularly if <br /> additional process work is requested of staff in the near term, that I need to report to <br /> MWMC on the delays to the Facilities Plan implementation process. For the past year staff <br /> has been all but saying the sky is going to fall if we don't get into construction next <br /> Spring/Summer, and at this point I'm not sure we can make it under current circumstances. <br /> I'm pretty sure we won't make it if we move forward with Jamon's proposal at this time. <br /> (Good thing I'm getting used to getting my head kicked in.) <br /> <br /> .See you tomorrow. <br /> 1 <br /> <br />
