Scope of Work <br /> Investigation and Preliminary Analysis of Coburg - MWMC Connection <br /> The purpose of the investigation and preliminary analysis is to conduct ahigh-level, expedited <br /> review of the most important issues arising from a possible connection by the City of Coburg to <br /> the Metropolitan Wastewater Management Commission (MWMC) facility for treatment of City <br /> of Coburg effluent. The results of the investigation and preliminary analysis should be a report <br /> identifying the issues, discussing possible solutions and identifying implementation steps of the <br /> report's recommendations. The report will be presented to the governing bodies of Coburg and <br /> the MWMC members, presenting findings and conclusions of the investigation, including <br /> recommendations concerning responses to the policy implications and governance questions <br /> arising during the investigation. <br /> The consultant will perform the following tasks: <br /> 1. Project Management <br /> A. Facilitate the activities of MWMC staff and Coburg consultants (Brown & Caldwell and <br /> LCOG) to accomplish the goals of the investigation and preliminary analysis. <br /> B. Meet with MWMC staff and Coburg consultants (Brown & Caldwell) to facilitate <br /> development of detailed scope of responsibilities and initial assignment of tasks. <br /> C. Participate in meetings and work tasks to a sufficient degree to keep abreast of progress <br /> and develop the necessary understanding of the issues. <br /> D. Prepare written report and deliver report at end of project. <br /> 2. Facilitate development of profile of Coburg's waste stream. <br /> Facilitate the work of MWMC staff and Brown Caldwell to develop a general profile of <br /> the potential Coburg waste stream. <br /> 3. Facilitate the development of a range of values cost analysis. <br /> Work with MWMC staff to develop analysis reflecting the possible charges and costs for <br /> Coburg's connection to MWMC. The analysis should reflect several options for charges, if any <br /> such options exist, and include a discussion of the policy choices supporting each possible <br /> choice. <br /> <br /> 4. Participate in discussions involving MWMC staff, Coburg consultants and DEQ staff <br /> concerning the environmental alternatives related to the MWMC discharge after a Coburg <br /> connection. Facilitate the development of agreements regarding the processing of amended <br /> discharge permits. <br /> 5.
