He understands and is trying to draft a <br /> memo that is acceptable to us as well as the State. <br /> Apparently, the State is very definite in its instructions to Jamon that if Coburg is to <br /> receive grant funding, a Project Manager must be employed to oversee the study. Damon did <br /> indicate that he is crafting the Project Manager duties to be a coodinator of activities <br /> rather than a person who gets to make decisions. Damon believes that Jim Johnson or <br /> whomever becomes Project Manager will understand that MWMC staff need to be completely <br /> comfortable with any component's scope of work or any study results will be tainted. The <br /> revised draft letter and draft scope of work will be reviewed tomorrow morning at SEL. <br /> Mike <br /> Susan SMITH 08/18/04 10:40AM <br /> Mike, <br /> Dan and I met with Cynthia last week on this, as we knew a memo such as this was coming. <br /> If Cynthia hasn't mentioned it to you already, Jamon met independently with the Mayors, <br /> and came back with the same proposal (reflected in the attached letter) that was made at <br /> the last SEL meeting. I believe that Dan, and Eugene staff are aligned with the following <br /> responses: <br /> 1. The memo as revised by Damon is not reflective of the two discussions and consistent <br /> and clear direction provided by SEL. It continues to reflect the proposal that Damon has <br /> brought to SEL previously and which was rejected by SEL at a prior meeting. <br /> 2. The direction that was provided by SEL is reflective of the commitments made to the <br /> elected officials at the JEO meeting and is responsive to the broad ranging perspectives <br /> on the various governing bodies. <br /> 3. The original proposal agreed to by SEL and included in the letter you drafted for <br /> Jamon's signature included an abbreviated, yet responsive evaluation intended to give <br /> Coburg beneficial information and to formulate a discussion memo to the governing bodies <br /> to assist in their determination of whether. they want. to move forward with a more involved <br /> study of all of the various issues. <br /> 4. Items I and 5 in Jamon's letter remain unacceptable. To my knowledge, the <br /> circumstances have not changed since the last time SEL discussed this in a manner that <br /> would cause a change in direction. In the interest of brevity, I won't go into detail <br /> here...the accumulation of emails from Dan and I provide background. <br /> <br /> After meeting with Cynthia last Friday, she was going to discuss this with Mayor Leiken. <br /> I remain concerned that agreeing to hand the broad management of all of the dicey issues <br /> over to a project manager who is not directly accountable to the three jurisdictions would <br /> be very difficult to manage from a staff resourcing and a political accountabilitiy <br /> perspective. Please let me know whether I should plan on attending SEL on Friday for <br /> another round of discussion on this.
