August 2, 2004 <br /> TO: Coburg City Council <br /> Eugene City Council <br /> Springfield City Council, <br /> Lane County Board of Commissioners <br /> FROM: Jamon Kent, PSCC Program Manager <br /> SUBJECT: Study of Coburg MWMC Extension <br /> The purpose of this memorandum is to convey to the four governing bodies that staff <br /> work has indeed started to determine both the involved issues as well as the necessary <br /> scope of work for a study to respond to Coburg's recent request to possibly join the <br /> Regional Wastewater System. This memorandum is also provided to you to describe the <br /> understanding and agreement made at the July 23, 2004 SEL meeting by the chief <br /> executive officers for the City of Coburg, the City of Eugene, the City of Springfield and <br /> Lane County. <br /> As agreed, the proposed scope of work will include three components: <br /> 1. A profile of Coburg's waste stream. <br /> 2. A "range of values" cost analysis of extending MWMC services to the City of <br /> Coburg. <br /> 3. An environmental alternatives assessment. <br /> The Metropolitan Wastewater Management Commission (MWMC) and its staff will seek <br /> Brown and Caldwell's assistance with component #1. MWMC will produce component <br /> #2. MWMC will seek assistance from the Department of Environmental Quality with <br /> component #3. Lane Council of Governments (LCOG) and other local agency staffs will <br /> assist in the study as requested. Cost of the study will be borne by the City of Coburg. <br /> This study will produce a high level expedited review of "show stoppers". The study will <br /> be shared with all four governing bodies this fall, along with a range of responses and <br /> recommendations to policy implications and governance questions.
