On the independent study issue, we have opposed <br /> this approach since the responsibilities and decision making authority rests with the partners to the MWMC, and there are <br /> significant policy questions embedded in the assessment of extending wastewater services beyond the existing service <br /> boundaries. Since Susie and I work at the direction of the two cities and MWMC, its cleaner if we can perform the <br /> evaluation under their direction. <br /> I'm not clear on how use of a third party facilitator addresses the issue of an independent study. There doesn't seem to be <br /> much value in having Jim report on the process used to conduct the evaluation, and if he's going to be providing <br /> recommendations or comments on the conclusions reached I think we would have the same concerns that there is a <br /> disconnect between the decisions and the accountability for them. I did get the draft memo from Cynthia as agreed and have attached it to this memo. However, after our <br /> meeting the Mayors of Spgfld, Eugene, Coburg and BCC Chair met with Erik Andersson.
