15. Neighborhood priorities guide service and funding decisions. <br /> Once there is neighborhood agreement on City service priorities, integrate those ideas <br /> into the City's ongoing programs and special projects. Use information from the <br /> neighborhoods to set service and spending priorities and as input into the Council's goal- <br /> setting process. <br /> 16. Make parks safer. <br /> People should feel safe in their parks. Some people do not. In 2005, the City entered <br /> into a contract with St. Vincent DePaul to provide a service called Park Watch for the <br /> Monroe and Scobert Gardens parks. SVdP staff routinely visit the parks and provide <br /> information on available social services to those who might need their help. Another <br /> approach that improves park safety is the physical. design of the landscaping and <br /> amenities. A third strategy is to increase recreation programming and casual use of the <br /> park. <br /> 17. Promote neighborhood identity. <br /> There are 21 neighborhood groups in the Eugene Urban Growth Boundary. Two, are <br /> primarily commercial/industrial areas whereas the. rest are neighborhoods people call <br /> "home". Neighborhoods differ in their look and feel and the unique characteristics of <br /> each neighborhood can be a source of pride:.. Ways to reinforce neighborhood identity <br /> .include signs, art, and themes for neighborhood parks. Selecting these designs is also a <br /> community-building activity. <br /> 18. Ensure safe routes for walkers. <br /> Walking as a mode of transportation is friendly to the environment and healthy for the <br /> walker. Now, when neighborhoods are developed, sidewalks are required. However, <br /> older neighborhoods have gaps in their network of sidewalks. The situation makes <br /> walking less safe for pedestrians. Property owners are responsible to install and maintain <br /> sidewalks. Eugene used to have a sidewalk infill program that identified needed <br /> sidewalks and worked with property owners to install them. The program was <br /> suspended due to staffing constraints. It was also unpopular with those owners required <br /> to install sidewalks. Still, the problem remains. The infill program should be reviewed <br /> and revised so that safe pedestrian routes are available in all neighborhoods. <br /> 19. Design streets to meet both transportation and. neighborhood needs. <br /> When new streets are added or existing streets improved, City staff should work with <br /> immediate neighbors, the neighborhood association(s),. and community stakeholders to <br /> develop the best design. The design should: balance the needs of safe passage for <br /> vehicles, bicycles, and pedestrian; ADA requirements; and, respect for the <br /> neighborhood's character and livability. The term used for this effort is Context <br /> Sensitive Design. <br /> 20. Emphasize customer service skills in City staff trainings. <br /> <br /> " Whether they provide City services from a desk n,a downtown office or out in the field, <br /> a City employee is a public servant. As such, they are open to questions and interests <br /> expressed by neighbors about what they are doing and why. City employees realize that <br /> at every moment they are representatives of the City organization and people are making <br /> judgments based on the employee's manner and performance. <br /> <br />
