Processes are in place to enable associations to change their <br /> boundaries, but to date they have not been pursued by either group. <br /> Questions to consider include: Are these neighborhoods'too large for people to share <br /> issues and build community? Should they be divided into 2, 3, or more smaller <br /> neighborhoods? Would enough volunteers come forward so that each new group fulfills <br /> the responsibilities of a Neighborhood Association? If they decide to divide, the City <br /> should provide staff support for the process and then extend existing service levels to the <br /> new Associations. <br /> C. Focus Service Delivery to better. meet neighborhood-identified <br /> priorities. <br /> 10. Define Neighborhood Associations' role in community policing. <br /> The Police Strategic Plan identifies Neighborhood-Based Community Policing as part of <br /> its philosophy. It states: "While abase- level. of service applicable to the city is defined, <br /> <br /> .neighborhoods are empowered to help define and prioritize neighborhood problems and <br /> issues to which proactive, problem-oriented. policing strategies and services will be <br /> applied." Neighbors need information about how the Associations will work with EPD to <br /> define and prioritize problems and issues in-the neighborhood and how they might get <br /> involved. <br /> 11. Involve Neighborhood Associations earlier in major land use proposals. <br /> Currently, Neighborhood Associations are notified of land use applications once they are <br /> formally submitted to the Planning Division. There is astate-mandated limit for the time <br /> to process the application. This translates to a short time for neighborhood associations <br /> to respond~ften sooner than regularly scheduled meetings. At times, the interaction <br /> between developers and the associations can be more adversarial than cooperative. <br /> Process changes should be explored to encourage developers and land owners work <br /> together with Neighborhood Associations prior to submitting land use proposals to the <br /> formal review process. <br /> 12. Increase density in existing neighborhoods thoughtfully. <br /> The City will be exploring new tools for infill in existing neighborhoods that does not <br /> detract from the area's livability and recognizes the unique characteristics of each <br /> neighborhood. Affected neighborhoods.. should identify properties best suited for higher <br /> density development. <br /> 13. Preserve residential zoning. <br /> Develop regulations that discourage changing existing residences into locations for <br /> businesses. - <br /> 14. Set service priorities by neighborhood. <br /> Decide which City services are to be the same across the community and which can vary <br /> among neighborhoods. Develop a process that. helps identify what City services are most ~ <br /> important to each neighborhood. , <br /> <br />
