CIP Policy Issues Stormwater -Delta Ponds The Delta Ponds project is a Corps of Engineers restoration project under Section 206 of the Water Resources Development Act with a recreation component.. The restoration component of the project is cost-shared 65-35 between the Corps and the City, respectively. The recreation component is cost-shared 50-50 between the Corps and the City up to 10 percent of the cost of the Corps share of the restoration component. Recreation costs beyond 10 percent of the cost of the Corps share of the restoration component are 100 percent City costs. There are also components of the Delta Ponds plan that are outside of the Corps project. There is an opportunity to extend the East Bank bike path under Goodpasture Road and Delta Highway and connect the bike path to the neighborhood to the east..The additional "dry" culverts under Goodpasture Road and Delta Highway could be constructed with the Corps project at 100 percent City cost. Constructing the culverts as part of the Corps project would cost approximately $700,000. In addition, the County will allow an open cut of Delta Highway as part of the Corps project in advance of their scheduled overlay project. The 900-foot long by 10-foot wide concrete bike path with illumination could be completed by the City at City cost upon completion of the Corps project. The estimated cost of the bike path is $120,000. There is an opportunity to complete the loop of the soft recreational pathway around the western edge of the Delta Ponds between Goodpasture Road and Delta Highway. The 2,400-foot long by six-foot wide gravel path could be completed by the City at City cost upon the completion of the Corps project. The estimated cost is $12,000.
