Section 27.7: Watershed Storm Water Drainage Master Plan -The last of a seven <br /> volume set of basin master plans is nearing completion, with the final adopted <br /> plan expected to be published in early 2008. <br /> Section 29.5: Wastewater Lift/Pump Statjon Operations Manual -Management of <br /> Operations and Maintenance for pump stations and pressure mains is the <br /> responsibility of the WW Division, and the O&M manuals for pump stations are <br /> located at the WW treatment plant and when multiple copies exist, a copy is kept <br /> at the pump station. <br /> Section 30.4: Petitioning for Installation of Traffic Control Devices -Public <br /> Works Maintenance Traffic Operations staff does not require formal petitions for <br /> consideration of traffic control devices; however, petitions are utilized for the <br /> regulation of parking per block and for traffic calming requests. Signs must be in <br /> conformance with the Manual on Uniform Traffic Control Devices (MUTCD) and <br /> warrants for their installation must be determined by an engineering study. <br /> Section 30.7: Sign Installation Policy - As noted in 30.4, only warranted signs are <br /> placed on Eugene streets and roadways by Public Works Maintenance Traffic <br /> Operations staff in compliance with the MUTCD and are placed on wood or steel <br /> supports, street light poles and signal poles owned by the City when available. <br /> Section 30.9: Street Name Signs -City policy requires street name signs with <br /> block numbers to be installed at all intersections, normally mounted above stop <br /> signs, if in place, or in the same corner a stop sign would normally be placed <br /> (near left, far right). If the intersection is signalized, the street name sign will be <br /> mounted on the mast arm or mast pole (not used on span wire signals). The sign <br /> blade may be top mounted or side (flag) style.. If side mounted, the sign blade <br /> shall be mounted parallel to the street being identified, at least 7 feet above <br /> grade. Most SNS's are on 4"x4" wood posts, some are on 2" pipes or on the <br /> signal poles as noted above. <br /> Section 30.11: Public Works Maintenance Traffic Operations staff works with <br /> both local school districts (4J and 52) to identify safe routes to schools and <br /> establish school pedestrian crossings where an apparent hazard exists or <br /> requests have been received by citizens. The location is analyzed through an <br /> engineering study to determine the need for special marking or protection, <br /> provided for in the MUTCD, to be approved by the City Traffic Engineer. <br /> Section 30.14: Alley Stop Signs -Oregon State Law (ORS 811.505) stipulates that <br /> traffic must stop when emerging from an alley. Public Works Maintenance Traffic <br /> Operations staff consider posting Stop signs at alleys only where an engineering <br /> study, including crash history, alley traffic volumes and any adjacent conflicting <br /> pedestrian, bicycle or other activity that indicates an undue safety hazard <br /> <br /> warrants the placement. <br /> Section 30.21: Temporary Stop Signs for Signal Outages -Public Works <br /> Page 11 <br /> <br />
