Maintenance Traffic Operations staff developed a "Traffic Control Plan for Major <br /> Power Outage" in 1999 as preparation for potential Y2K outages, which <br /> developed a prioritized list of signalized intersections that were deemed too <br /> .important or unsafe for temporary stop control. An appropriate number of <br /> generators for such intersections were~ic~entified and are kept on an updated list. <br /> ALI lower priority signalized intersections can be controlled by temporary stop <br /> signs mounted on barricades (an adequate number of stop signs and barricades <br /> are kept on hand at the sign shop for such needs). Uniformed police officers are <br /> used to control intersections during short term emergencies. . <br /> 5. Have you developed a systematic approach to addressing the remainder of <br /> these management practices? If so, what is your future plans and timetable for <br /> addressing these management practices? The self-assessment phase of the <br /> original APWA Accreditation .process identified the practices that are not <br /> fully compliant, and staff in each division has been working on the policies <br /> and documentation necessary to bring all activities up to full compliance. <br /> As noted in #4 above, 19 of the 36 practices that were originally determined <br /> to be substantially compliant should now be full with at least 10 more <br /> expected to reach full compliance prior to completion of the City of <br /> Eugene's 2008 Re-Accreditation, which would bring us to 96% fully <br /> compliant practices. Our goal is to achieve 100% full compliance by the <br /> 2010 mid-term report. <br /> Re-Accreditation <br /> 6. Have you reviewed and/or evaluated your management practices in light of the <br /> latest edition of the Public Works Management Practices Manual? Yes. <br /> 7. What management practices have you identified that will require modification <br /> prior to the next re-accreditation evaluation? Have you already incorporated <br /> these changes into your present practices? When do you plan on incorporating <br /> these changes? The lack of documentation for many unwritten policies and <br /> practices became apparent during the initial self-assessment and <br /> accreditation process and has been the focus of staff efforts.
