.carcasses picked up are disposed of properly through the local landfill or animal <br /> regulation department. Records are established and kept on file for property <br /> owner reference and to respond to requests for traffic warning signs indicating a <br /> location with frequent animal crossings. Animals are placed in biodegradable <br /> bags, which are tagged with information~ncludin_g type of animal, description (if a <br /> domestic pet), and location where found prior to disposal. <br /> Section 26.6: Equipment Inspection -Public Works Maintenance and Fleet <br /> Service staff perform. an annual inspection each fall, during the first two weeks of <br /> October, on all Snow/Ice related equipment. This information is documented and <br /> any problems found are corrected by the Fleet Services Section. During the <br /> inspection period the supervisors responsible for snow removal and ice control <br /> .work with Fleet Services to schedule the mounting of snow plow brackets on <br /> dump trucks and testing of snow plows and sanders. <br /> Section 26.8: Snow Route Assignment -Public Works Maintenance has <br /> established the priority of snow routes by a review of street classification, traffic <br /> volumes, transit bus routes, school bus routes, emergency service locations <br /> including fire stations, police stations, hospitals, maintenance facilities, <br /> geographic conditions such as steep hills and historically hazardous traffic <br /> ocations, elevated structures such as bridges and overpasses. The routes are <br /> designated as First, Second, or Third priority, published in map and narrative <br /> form. The Emergency Command Center is activated when asnow/ice storm is <br /> ..predicted and uses the priority routes to dispatch sanders and snow plows. <br /> Personnel have copies of the published priority routes with them when operating <br /> equipment in a particular snow route. <br /> Section 27.1: Stormwater and Flood Management Service Levels -The 2002 <br /> Stormwater Basin Master Plans include storm recurrence intervals for planning <br /> and design of drainage improvements. Recurrence intervals increase in areas <br /> with greater levels of potential flood damage and range between 5 year to 100 <br /> year events depending upon tributary catchment area and type of drainage <br /> improvement (open channel, closed pipe, culverts or bridges). Actual design <br /> storms for each basin are used for intervals up to the 25 year even and are based <br /> upon 49 years of National Weather Service data from local rain gages. Synthetic <br /> storms are used for the 50 and 100 year recurrence intervals. Stormwater Best <br /> Management Practices (BMP's) have been developed and are contained in the <br /> July 2006 adopted Stormwater Management Manual <br /> Section 27.4: Water Quality Goals -Public Works Engineering and Maintenance <br /> Divisions utilize the sections in the Eugene Code that prohibit the discharge of <br /> pollutants to the public drainage system. The City maintains a Municipal <br /> Stormwater National Pollution Discharge Elimination System (NPDES) permit <br /> issued by the Oregon Department of Environmental Quality (DEQ). The City of <br /> Eugene requires a Comprehensive Stormwater Management Plan (CSWMP) with <br /> <br /> each construction project and all new development is required to address the <br /> <br /> Stormwater BMP's in the Stormwater Management Manual <br /> Page 10 <br /> <br />
