While proper, several of the <br />methods and techniques vary from the requirements contained within the Uniform Standards of <br />Professional Appraisal Practice, which is permitted under jurisdictional exception, so long as <br />I the appraiser discloses the authority for the jurisdictional exception and identifies specific areas <br />of the USPAP to which the exception applies, which in this instance may be the 2000 edition of <br />the Uniform Appraisal Standards for Federal Land Acquisitions. Without proper notice of <br />jurisdictional exception, the following may representviolations of USPAP: <br />y <br />1. The appropriate method of estimating compensation in this instance < is <br />~ analysis with appropriate allocations. This method is generally considered. <br />~ unique to valuation for public acquisition. Therefore, this -may represent a <br />departure from Standard Rule 1-1(a). <br />2. The compensation estimated concluded for the partial acquisition does not <br />represent the market value of the fractional interest, only the proportional <br />t value of the part taken relative to the entirety. This represents a potential <br />departure from Standard Rule 1-4(e). <br />3. While the data utilized to establish the market value of the entirety was based. <br />upon comparables that were exposed to the marketplace, there was only one <br />theoretical purchaser in this instance, that being the public agency. <br />~ Accordingly, there will not be any period of market exposure subsequent to <br />the effective date of value.
