The one-block <br /> section of T ird Avenue will remain open to eastbound traffic to provide access to the homes in <br /> the historic, esidential neighborhood. <br /> The eed for traffic changes on Third Avenue was identified a number of years ago in the <br /> neighborhoo refinement plan and the Ferry Street Bridge corridor scoping plan as ways to <br /> encourage t e use of alternate modes of transportation and protect the historic district by <br /> discouragin "cut-through" traffic. The quickest and most direct access for motorists on the <br /> Ferry Street ridge headed downtown or to west Eugene is via the Sixth Avenue exit just south <br /> of the Third venue exit. <br /> <br />
