The crosswalk and accompanying concrete islands and <br /> pavement mar ers are intended to slow traffic and provide greater visibility for cyclists and <br /> pedestrians usi g the new sidewalk system on the west side of the bridge and viaduct. <br /> • New top signs and a new left turn lane at Third Avenue and Mill Street are designed to <br /> encourage wes bound drivers to take Mill Street to Fourth Avenue to reach the Fifth Street <br /> Market Distric ,Skinner Butte Park or downtown destinations.
