Traffic on <br /> West 11th will be controlled by flaggers, and delays of up to 30 minutes may occur. <br /> Motorists are advised to use alternate routes such as Royal Avenue to Fisher Road or <br /> Clear Lake Road to Territorial Highway to avoid delays on West 11th. West 18th Avenue <br /> remains closed to through traffic west of Bertelsen Road, and Beltline Road is under construction <br /> between Barger Drive and Royal Avenue. <br /> The paving on West 11th is part of a project to widen the highway and install a signal at <br /> West 11th and Willow Creek Road to accommodate ongoing construction traffic.
