As a result, a quarter will buy twenty-three minutes <br /> instead of thirty minutes. The meters will be changed over the first three Sundays of September. <br /> This is the first increase in meter rates in Eugene since 1988. <br /> Earlier this summer, the Eugene City Council approved the rate increase as part of a <br /> funding package to pay for new parking garages at Broadway and Charnelton. The garages are <br /> ' part of amixed-used project which incorporates housing, parking, and retail/commercial space. <br /> Financing for the structures and adjacent street improvements will come from a <br /> combination of municipal parking and urban renewal funds, proceeds from a bond backed by the <br /> ' parking funds, and payments by the project developers, Lorig and Associates.
