Because this portion of West 1 lth is a state highway, the <br /> flaggers have permission from the Oregon Department of Transportation to control traffic on the <br /> <br /> highway except between 7 and 9 a.m. on weekdays. During those hours, flaggers are present but <br /> not directing traffic. <br /> The trucks are hauling excavation material to a fill site between Beltline and Bertelsen <br /> <br /> roads and to the Fisher Butte area west of Eugene. The excavation work is expected to continue <br /> for six to eight weeks. <br /> <br />
