The <br /> change is consistent with the Central Area Transportation Study, adopted in 1993 as the <br /> transportation planning guideline for the downtown area. <br /> Allowing two-way traffic will improve access to businesses on Charnelton and increase <br /> transit routing options. The southbound bike lane installed on that section of street in 1994 will <br /> be retained, as will existing onstreet parking. A stop sign will be installed for northbound traffic <br /> on Charnelton Street at Fifth Avenue. <br /> Local residents have been notified by the City, and signs will be posted to inform <br /> motorists of all traffic control changes. Later this spring, the City plans to make similar <br /> conversions to Jefferson Street between First and Sixth avenues and to Washington Street <br /> <br /> between Clark Street and Fifth Avenue. <br /> <br />
