Through traffic should use 30th <br /> Avenue an Hilyard Street, which are designated as arterial routes. Arterials can more safely <br /> handle hig er speeds and heavier traffic volumes than neighborhood streets, which are <br /> designed t carry only local traffic. <br /> r <br /> To 1 cost of the diverter is estimated to be less than $500. Similar street closures <br /> have effect vely reduced neighborhood traffic problems at a number of locations around the <br /> city, inclu ing Alder Street between 19th and 24th avenues. <br /> <br />
