The landfill was in operation from 1925 <br /> to 1951. Operation and closure of the landfill occurred before the state of <br /> Oregon had a solid waste program, so a formal landfill closure procedure was <br /> not implemjented. In 1952-1953, a soil cover was placed over the waste at the <br /> site. A preliminary assessment, conducted by the Oregon DEQ between 1990 and <br /> 1991, dete~ct~d elevated levels of some metals in soils and in surface water <br /> at the norithern toe of the landfill. In May 1992, the city of Eugene entered <br /> an intergowe~nmental agreement with the DEQ to undertake a focused remedial <br /> investigat;ioM and feasibility study for the landfill. <br /> Copies of the work plan are available for viewing at the Public Works <br /> Departmentl, 858 Pearl Street; Risk Services, 777 Pearl Street, Room 101; the <br /> Eugene Pub~~iC Library, 100 West 13th; Hilyard Community Center, 2580 Hilyard; <br /> and the Am zdn Community Center at 2700 Hilyard Street.
