.1
t~, _
Public Works
City of Eugene
858 Pearl Street
N E W S R E L E A S E Eugene, Oregon 97401
(503) 687-5262
August 2, 1993
CONTACT: Chuck Solin, Loss Control Environmental Program Manager, 687-5061
From Sandra Gleason, Public Information, 687-5523
FOR IMMEO!IATE RELEASE
I~ DEQ APPROVES TUGMAN PARK WORK PLAN
The ,Oregon Department of Environment Quality (DEQ) has approved the
"Work Plan for Remedial investigation Feasibility Study at Tugman Park
Landfill." The work plan outlines the activities that will be conducted at
the Tugman Landfill site. Preliminary work has already begun, and the rest
of the work will begin mid-August.
The~~vork plan consists of four elements: initial site controls, site
characterization, risk assessment, and a feasibility study. Initial site
control activities include grading to remove the steep slope on the northern
edge of the landfill, placing additional soil cover over portions of the
landfill, and separating Tugman Creek from the toe of the landfill.
Site characterization activities consist of mapping the site surface and
the bound',aries of the buried waste. Samples will be collected of stream
sediment, surface water, goundwater, and gas. The samples will be used to
develop site grading and drainage control plans.
A risk assessment will be conducted after the initial site control

measures aVe been implemented and site characterization data collected. The
assessment will determine whether additional corrective actions are needed.
If necessary, a feasibility study will be conducted to identify and evaluate
alternatives for remediation of any exposure risks that still exist after the
initial site controls and subsequent removal measures are implemented.
