The cost of City services or higher taxes was <br />the numbe one objection to annexation. The River Road tax rate for '89/90 <br />was 87% o the City tax rate. <br />Publ c Works Deputy Director Terry Smith said, "The survey results show <br />the way f rward through a controversial and emotional issue." <br />The C ty Council is expected to discuss the results of the survey and the <br />implicati ns for the City's annexation program in mid-to-late summer. <br />### <br />
