Bids came in approximately 20 percent lower than anticipated. <br /> Project Manager Michelle Cahill said the low bids are good news for <br /> property owners, whose sewer assessments are based, in great part, on the <br /> cost of onstruction. <br /> "Ba ed on the low bids, it looks like this year's unit costs for assess- <br /> ments wi 1 be approximately the same as last year's," said Cahill. Among the <br /> reasons or the lower-than-estimated bids: strong competition among local <br /> and regi nal construction companies for the sewer contracts, and the past two <br /> year's a perience with the project. <br /> Jam s W. Fowler Co., of Dallas, Ore., on Thursday submitted the low bid <br /> of $1,30 ,947 for work in Basin G-West, a residential area with approximately <br /> 400 home generally west of River Road between Howard Avenue and West <br /> Hilliard Lane.
