sn
City of Eu ene 2 December 3, 1990
Specifically, the metro system proposal would require semi-annual vehicle
'I safety ins ections performed by a private garage and monitored by Eugene.
i
All taxis ould be required to use meters to determine trip charges. Each
i
meter woul be programmed for only one rate, which would be posted and clear-
ly visible to customers. Vehicle insurance liability would be increased from
Springfiel 's current rate of X300,000 to X500,000, corresponding to the
cities' li bility under Oregon's Tort Claim Act.
In rec nt years, the number of taxi operators in the metro area has in-
creased dr matically without a commensurate increase in the customer base.
As a resul intensive competition has led to sometimes unsafe cost-cutting
practices. In order to stabilize the number of taxi companies, the regula-
tions woul set a cap on the number of company licenses issued. The cap
would be s t at whatever number of taxicab licenses has been issued 60 days
after impl mentation of the regulations.
The pr posed ordinance would also establish regulations for horse-drawn
carriages 'ncluding the care and training of the horse, safety and mainte-
Hance of t e vehicle, experience required by handlers and general operation
of the veh'cles.
For ad itional information, people may contact the Business License staff
at the Cit of Eugene Permit and Information Center, 687-5086.
I'
''I
