The <br /> 3 <br /> street is one of the city's busiest arterials, carrying from 8,000 to 12,000 <br /> cars a da between Willamette and Alder Streets, Lyle continued. Students, <br /> business eople, and the public use 13th to connect to the University of <br /> Oregon, S cred Heart Hospital, and downtown Eugene, and to Franklin Boulevard <br /> is i for acces to I-5 and Springfield. <br /> + <br /> The econstruction of 13th is part of the city's preservation program to <br /> extend th life of improved streets within the city limits. When an overlay <br /> or other aintenance technique will no longer preserve the facility, the city <br /> must reco struct the roadbed, Lyle said.
