The gauge shall be designed so that it will remain plumb regardless of <br />the rotation of the mandrel or camera. <br />Deflection testing shall be conducted and accepted prior to any paving being done. <br />OQ 445.74 TELEVISION INSPECTION OF SANITARY AND STORM SEWERS <br />(ADD) The video recorder shall be a VHS four head recorder. The TV inspection shat) be <br />conducted and accepted prior to any paving being done. The City shall be allowed five <br />(5) work days to review the tapes prior to the Contractor beginning base lift paving. <br />The written report shall be made on the Television Report Form supplied by the City of <br />Eugene. A supply of these forms and instructions may be obtained from the Engineer. <br />When standing water is found during television inspectlon, halt the forward progress of <br />the camera for a minimum of three seconds at each three foot increment through the <br />limits of the standing water and relax the pulling cable if necessary so that the depth of <br />the water may be measured from the mandrel water depth gauge. <br />When standing water is found during television inspection of rigid pipe, the pipe shall be <br />reinspected using a mandrel with water depth gauge to determine water depth. The <br />mandrel shall comply with section 00445.73. <br />The Contractor wilt correct all deficiencies revealed by televiewing and will notify the <br />Engineer at the time the corrective work is being done. If in the opinion of the Engineer <br />the extent of the deficiency is such to warrant it, the same steps used above may be <br />repeated until all work is acceptable. <br />(a) Television lnspection of Pvtyethylene Pipe -The camera equipment used to <br />inspect polyethylene pipe shall meet or exceed the following requirements: <br />1. 420 lines horizontal resolution; <br />2. Scanning - 525 lines, 60 fields, 30 frames, interlace 2:1, NTSC color standard; <br />3. Minimum light capability of three LUX; <br />4. 46 decibel signal to noise ratio using an F/1.4 lens; <br />5. Adequate lighting to ensure true color picture and sharp image on video band widths <br />only; <br />6. Picture transmission not subject to local transmitter interference; <br />7. No visible streaking of the low-frequency test bars when viewing a standard ETA test <br />chart; <br />8. Composite video signal derived from the camera of 1.0 volts (140 IRE units) at the <br />monitor after transmission through 2,000 feet of cable; and <br />9. Geometrical distortion of image less than two percent (2%). <br />It is the intent of the City by these specifigtions that the equipment used provides a <br />bright, distinct picture of the inside of the pipe.
