The subject property <br />contains the main train station deport building, an eastern addition converted into offices, a <br />storage building located east of the main train station building that is currently utilized as <br />offices, and a tool house located near the east boundary of the subject property. The <br />remainder of the eastern portion of the subject property consists of paved parking areas. The <br />western portion the subject property consists of unpaved parking areas. <br />The site visit identified the eastern monitoring wells on the subject property. However, the <br />western monitoring wells were not located. The attached figure shows the presumed <br />locations of the monitoring wells. Except for the main train station building, only the exteriors <br />of the other buildings were inspected. Based upon the appraisal records which indicated that <br />steam heat vWas utilized at the main train station building and a report from the Eugene Water <br />and Electric Board (EWEB) that they did not provide steam to the subject property, the site <br />visit included an inspection for indications of present and/or past heating oil underground <br />storage tanks (USTs-. The main train station building is currently serviced by natural gas. The <br />natural gas meters are located at the front (i.e., south) of the building. Indications of a <br />possible former heating oil UST are located in the vicinity of the current natural gas meters. <br />These indications include an asphalt patch measuring approximately 15 feet by nine (9) feet, <br />a circular concrete patch in the sidewalk which may have been a fill spout, a linear concrete <br />patch leading from the asphalt patch to the building, and remnant piping inside the building. <br />In addition to a possible former heating oil UST excavation at the main train station building, <br />there were indications of a former heating oil UST at the south side of the tool house building <br />(i.e., small building at the east end of the subject property-. These indications included a <br />' bracket on the exterior for a possible vent line and a copper feed line leading into the building <br />through the foundation vent. It appears that newer asphalt has been placed in the area where <br />the heating oil UST would be located and there are no obvious indications to determine if a <br />former heating oil UST was still in-place. The tool house was locked and the inside was not <br />inspected during the site visit. <br />The site visit also identified two (2) large circular areas in parking lot that appear to be lined <br />with concrete or brick, Both areas are flush to the ground with one (11 of the areas being <br />covered with wood planks while the other is covered with asphalt. The purpose and past use <br />of these circular areas are not known.
