The
1912 Sanborn Fire Insurance Map also identifies a Southern Pacific Railroad freight depot and
small office at the west end of the subject property near Charnelton Street and 4th Avenue.
The pump house, the freight depot building, and the small office are not present on the 1968
Sanborn Fire Insurance Map. The 1968 Sanborn Fire Insurance Map identifies the building on
the east contiguous property as a truck repair facility.
Based upon the review of government agency files, historical Sanborn Fire Insurance Maps,
and the site visit, the following potential environmental issues were identified:
1. Chemical trespass onto the subject property from the Pearl Street property at
408 Pearl Street. The agency files dv not include any data for the western
wells and current data is not available for the eastern monitoring wells. In order
to assess the current groundwater conditions beneath and adjacent to the
subject property, groundwater samples for laboratory analysis should be
collected from monitoring wells MW-1, MW-2, MW-3, MW-4, MW-B-9, MW-5,
MW-6, MW~7, and MW-8. The western wells will need to be located prior to
sample collection. The groundwater samples will be analyzed for VOCs using
Environmental Protection Agency (EPA) Method 8260.
2. Subsurface conditions in the vicinity of the potential former heating oil UST at
the main train station building should be investigated by the installation of
macro core push probes completed with a truck mounted Model 5400
Geoprobe~ and the collection of soil and groundwater samples for laboratory
analysis. The soil samples should be analyzed for total petroleum hydrocarbon
(TPH} identification using Northwest Methods NWTPH-HCID. Based upon the
results of the NWTPH-HCID analysis, soil samples will be quantified by
Northwest Method NWTPH-Gx (gasoline) and/or NWTPH-Dx Idiesel or tube oil)
as required. Groundwater samples will be analyzed for VOCs using iwPA
Method 8260 and for polynuclear aromatic hydrocarbon (PAH) compounds
using DEQ Method GC/MS SIM (modified J=PA Method 82701.
3. The presence of a possible heating oil UST at the tool house building will be
investigated by performing a magnetic survey to identify near surface and
buried ferrous metal objects (i.e., fill caps, UST, etc.1.
