05i21/O1 MON 12:44 FA% 5416825032 <br />The majority of the sites listed are located south of 5th Avenue and based upon the distance <br />of the listed sites from the subject properties, published data regarding groundwater flow <br />direction, and the types of releases reported, the listed sites located south of 5th Avenue are <br />anticipated to have a low probability of potential impact via contaminant migration to the <br />subject properties. Three (3) release sites were identified within close proximity of the subject <br />properties and one (1) site has had documented impact to groundwater beneath the subject <br />properties. The confirmed impact resulted from contaminant migration via groundwater from <br />releases at the property located at 408 Pearl Street which is listed as the Pearl Street property, <br />Eagle's View Management, and Jenova hand Company on lists published by the Department <br />of Environmental Quality (DEQ). The Eugene Train Station at 433 Willamette Street (i.e., <br />subject property was listed by the DEQ as ECSI site #1482, However, the DEQ files indicate <br />that the Eugene Train Station is "AKA Pearl Street Property" indicating that the listing is for <br />the contaminant migration from the property at 408 Pearl Street. No other information is in <br />the DEQ file under the Eugene Train Station. <br />Records on file with the DEQ indicate the presence of on-site contamination resulting from <br />chemical trespass from the releases at the Pearl Street property. The records indicate that up <br />to nine (9) manitoring weNs have been installed on the subject properties located south of the <br />Union Pacific Railroad tracks. The locations of the monitoring wells are shown on the Site <br />Map prepared by TAG Environmental Services (Figure 2) included as an attachment to this <br />letter report. The records on file with the DEQ indicate on-going monitoring of the eastern <br />monitoring wells MW-1 , MW-2, MW-3, MW-4, and boring MW-B-9. Data regarding sampling <br />results from monitoring wells MW-5, MW-6, MW-?, and MW-8 was not found in the DEQ files. <br />A groundwater remediation system is operating at the Pearl Street property. There was no <br />current data (l.e., 2001) found in the DEQ files regarding current groundwater contamination <br />levels. Historical data indicates that the eastern portion of the subject property has been <br />impacted by chlorinated volatile organic compounds (VOCs) at concentrations in excess of <br />applicable cleanup levels. <br />The Sanborn Fire Insurance maps from 1912 and 1968 indicate that the existing buildings for <br />the train statign were present since at least 1912. The 1912 Sanborn maps also indicate that <br />a water tower and pump house with a gasoline engine and pump were present southeast of <br />the Wells Fargo & Company Express which is located east of the passenger depot. Other than <br />the gasoline engine at the pump house, the Sanborn maps did not indicate the presence of fuel <br />storage at the subject property.
