MAPPING ACTIVITY STATEMENT (MAS) <br /> to <br /> This task involves the review of a MAS prepared by FEMA or its representative. The work activities covered <br /> by the MAS include: field surveys and reconnaissance, topographic data development, hydrologic analyses, <br /> hydraulic analyses, floodplain mapping, base map acquisition and preparation, DFIRM production, <br /> preliminary DFIRM and FIS report distribution, post-preliminary processing and independent QA/QC review <br /> of topographic data, hydrologic analyses, hydraulic analyses and floodplain mapping. The MAS spells out <br /> which Mapping Partner (e.g. City, PWR and MBJ) will complete which activity. PWR's work activities <br /> outlined in this scope of work should be incorporated into the MAS. <br /> Review the Mapping Activity Statement. PWR will conduct a review of the draft MAS prepared by FEMA <br /> or its representative. The purpose of the review is to ensure that PWR and the City of Eugene's <br /> responsibilities in the preparation of the Lower~Amazon Floodplain Mapping project are those that each <br /> partner has actually agreed to complete. PWR will submit review comments via a-mail to the City's project <br /> manager and FEMA's project officer. <br /> <br /> Deliverables: <br /> • E-mail Addressing Review Comments on the Draft Mapping Activity Statement <br /> TASK 2. PROJECT MANAGEMENT AND COORDINATION <br /> This task includes project management and coordination activities for the project. QA/QC actions are included <br /> in the respective project tasks, where they rightfully belong. PWR employs innovative modeling strategies that <br /> incorporate the QA/QC process as an essential and integral part of our work. <br /> Kickoff Meeting with the City. Following the preparation of the draft MAS and its review by PWR and the <br /> City's review of that document, PWR will meet with the City to kickoff the project. This meeting will , <br /> establish lines of effective communication, and ensure that PWR and City staffworking on the project <br /> understand the obligations, performance standards and schedule for completion of the work. The meeting will <br /> identify milestone dates for the various FEMA submittals and associated MBJ reviews. (The first submittal <br /> will be topographic data and base mapping (see Task 4). The City's primary responsibility for that submittal <br /> will be to provide the required data plus FEMA certifications in the specified format to PWR.) Any remaining <br /> information or data needed by PWR will be identified or obtained at the kickoff meeting. <br /> Monthly Progress Reports. PWR will submit brief monthly project status reports with invoices to the City in <br /> a timely manner. These will document percent complete and amount billed currently and to-date by task. <br /> Issues affecting task completion or needing resolution will be identified. <br /> Project Management and Coordination. PWR will be available for and responsive to communications with <br /> the City, FEMA and MBJ. PWR will maintain relevant electronic files and a Project Management Notebook of <br /> project-related correspondence, a-mail, meeting minutes, and Quality Control /Quality Assurance activities. <br /> Deliverables: <br /> • Preparation for, attendance at, and documentation of decisions reached at the kickoff meeting with the <br /> City <br /> • Brief monthly project status reports with invoices <br /> TASK 3. FIELD RECONNAISSANCE <br /> This task involves field reconnaissance by key PWR staff of both the Lower Amawn study area and <br /> previously unmodeled drainage areas, shown in Figure 2. No additional detailed field survey data is <br /> anticipated at this point in time. If a need for additional field survey data is identified, it is assumed that the <br /> City's survey department will collect the data based on direction from PWR.
