The study area and <br /> modeling extents are shown on Figure 1. The waterways included in the mapping project include: <br /> • Amazon Channel from Greenhill Road upstream to the Southern Pacific Railroad (SPRR) (a distance <br /> of 0.89 miles) <br /> • "A" Channel from Greenhill Road upstream to its divergence from the Amazon Channel (a distance of <br /> 0.80 miles) <br /> • Greenhill Tributary from its confluence with the A Channel upstream to Terry Street (a distance of <br /> 0.56 miles) <br /> • "A3" Channel from its confluence with A Channel upstream to Terry Street (a distance of 0.29 miles) <br /> 1 The Corps of Engineers, in partnership with the City of Eugene, recently constructed a wetland restoration <br /> ~I, project in this area. The project involved construction of a setback levee, referred to as the "1135 Levee," <br /> j whose centerline is shown on Figure 1. The levee and the upstream storage area it creates provide significant <br /> peak flow reduction as floodwaters are routed and temporarily stored in the upstream lake created during a <br /> large flood event. The Lower Amazon Floodplain Mapping Project must evaluate this hydrologic behavior <br /> during the simulation of both the 1-percent and 0.2-percent annual chance flood events and map the resulting <br /> floodplains and floodways. <br /> The City intends to work in partnership with PWR and FEMA under FEMA's "Cooperating Technical <br /> Partners" agreement to develop and implement a Mapping Activity Statement (MAS). The MAS is the <br /> mechanism FEMA uses to identify the work activities and products required for the completion of the mapping <br /> project. The MAS also identifies the partner responsible for completing each work activity (e.g. City, Pacific <br /> Water Resources, Inc. (PWR) and Michael Baker Jr., Inc. (MBJ)). The first task in this scope will be the <br /> review of the MAS, which will be prepared by FEMA or its designated agent. <br /> The work will proceed according to the requirements of FEMA's Apri12003 Flood Insurance Study <br /> Guidelines and Specifications for Flood Hazard Mapping Partners. In addition, digital data submissions will <br /> be according to the most current edition of FEMA's Guidance for Preparing Digital Firm Database. <br /> ~I The following scope of work documents the activities needed to complete what has been referred to as Phase 2 <br /> of the project. As requested by the City, the Phase 2 work scope has been divided into two separate phases <br /> called 2A and 2B.
