lower Amazon Floodplain Mapping Project Page 3 <br /> Pacific Water Resources, Inc. 6/16/04 <br /> reconnaissance outlined in this task will occur immediately following the Kickoff Meeting described earlier in <br /> Task 2. <br /> Conduct Field Reconnaissance of Lower Amazon Study Area. Key PWR staff members will conduct a <br /> one-day field reconnaissance of the Lower Amazon study area and three previously unmodeled drainage <br /> basins. The purpose of this reconnaissance will be to assess the hydrologic and hydraulic conditions present to <br /> support the required modeling activities. Photographs will be obtained to help later with structure coding and <br /> the assignment of hydraulic roughness characteristics. The effort for this task is limited as shown on the <br /> attached spreadsheet to one day. PWR proposes to make one trip for both the kick-off meeting (Task 2) and <br /> field reconnaissance tasks. Our project manager, Roger Sutherland, and two engineers will travel to Eugene. <br /> Mr. Sutherland will attend the kick-off meeting while the two engineers begin the field reconnaissance. After <br /> the kick-off meeting, Mr. Sutherland will join the engineers in the field and support the field data gathering. <br /> Deliverables: <br /> • CD-ROM with digital field reconnaissance photos. <br /> TASK 4. TOPOGRAPHIC DATA DEVELOPMENT <br /> Based on PWR's review of existing models and other information obtained from 1JRS (who previously <br /> worked on the Lower Amazon project) and discussions with City staff, PWR believes that no new survey data <br /> will be required for the mapping project. However, as part of the FEMA mapping process, a topographic data <br /> 'i submittal to FEMA's National Service Provider (NSP), Michael Baker Jr., Ina (MBJ), is required. This <br /> submittal must include all of the original survey and control points used to develop the hydraulic models and <br /> create the topographic base maps for the flood mapping. PWR does not currently possess all the information <br /> needed to make this submittal. PWR understands that cross-sections of the Greenhill Tributary from Terry <br /> <br /> t Street downstream to its confluence with the A Channel are available. PWR does not currently possess this <br /> data but assumes the data does exist and will be provided by the City. <br /> Obtain and Review Survey and Mapping Data and Certifications. Since it is PWR's understanding that <br /> the City's survey department obtained all the survey data needed for the FEMA NSP submittal, PWR will <br /> work with the appropriate City staff members to obtain the required information including the necessary <br /> certifications and control documentation: PWR will provide the City with appropriate FEMA specifications <br /> (i.e. `April 2003 Specs') for all submittal requirements related to topographic and base mapping. These <br /> I, specifications identify all supporting materials necessary including quality assurance and electronic format <br /> provisions. The budget for this task allocates up to eight hours to assist the City in interpreting the intent of <br /> the specifications and to support them in their understanding of the specifications. Required information <br /> includes survey data and control points, control balance reports, base mapping (including county-wide aerial <br /> photography), structure elevation reference marks (ERMs), National Geodetic Survey (NGS) benchmarks and <br /> FEMA certifications. <br /> Prepare the Base Map, Topographic Data Development and Ground Survey Submittal. Once all of the <br /> needed survey and mapping information including the required certifications have been obtained, PWR will <br /> prepare a topographic data development submittal in accordance with FEMA's TSDN format. The <br /> requirements for this submittal are described in Appendix M of the "Guidelines and Specifications for Flood <br /> Hazard Mapping Partners." The budget for this task assumes that all materials provided by the City in <br /> support of this task will meet the FEMA specifications as submitted. PWR will make no quality assurance or <br /> quality control reviews of the materials provided by the City. PWR will only inventory the materials in the <br /> TSDN format and verify that all necessary elements are received. After receipt of all items PWR will prepare <br /> the actual submittal to FEMA's NSP for their review. <br /> Deliverables: The following products will be obtained from the City in appropriate electronic formats for <br /> submittal by PWR to FEMA: <br /> • Ground survey data points and control points with backup /control documentation <br /> <br />
