<br /> Lower Amason Floodplain Analysis, Scope of Work Page 3 Of 5 <br /> <br /> Pacific Water Resources, Inc. <br /> This first phase of work is specifically limited to the items of work and the level of effort <br /> identified below. Some of the effort of this first phase will be to develop a clear work <br /> <br /> plan for the next phase and determining the necessary data requirements. <br /> Task 1-Develop an Understanding of the Existing System Hydrology and <br /> Hydraulics <br /> Objective: to review the available maps, plans, hydraulic and hydrologic models and <br /> other information to determine the objectives and information required for the next phase <br /> of work. <br /> Activities: <br /> 1. Attend a meeting with the US Army Corps of Engineers (LJSACE). Two senior <br /> engineers from PWR will attend a meeting with the City at the local USACE <br /> office in Portland. This meeting will discuss the existing 1135 Levee Setback <br /> Project and the status of levee certification. PWR will prepare for this meeting by <br /> reviewing relevant memos and reports provided. PWR will also prepare a list of <br /> questions concerning the hydrologic and hydraulic impacts of the project. A <br /> summary of the discussion will be prepazed by PWR documenting the discussion, <br /> issues raised and any action items generated. <br /> 2. Attend a meeting with FEMA. Two senior engineers from PWR will attend a <br /> meeting with the City and FEMA. We assume that the meeting will take place in <br /> the Portland area or possibly at PWR's office in Beaverton. This meeting will <br /> discuss the impact of the 1135 project levee on azea flooding and its possible <br /> flood protection role. It will also review the advantages or disadvantages of this <br /> structure from the City's point of view. PWR will prepaze for this meeting by <br /> reviewing relevant materials provided. PWR will also prepaze a list of questions <br /> concerning development of a detailed study and FEMA standazd flood maps for <br /> this azea. A summary of the discussion will be prepazed by PWR documenting <br /> the discussion, issues raised and any action items generated. <br /> 3. Quantify the existing data. Review the existing body of information provided by <br /> the City. The purpose of this review will be for PWR to familiarize themselves <br /> with the body of work prepared by others. This task specifically excludes <br /> manipulating or qualifying the data except as discussed below. As PWR begins <br /> using and manipulating this data in future tasks, issues may arise which call into <br /> question its quality, validity or value. <br /> 4. Determine future objectives. Working with the City, PWR will outline the <br /> identified project goals and the information required to achieve them. Prepaze a <br /> summary of identified objectives and data gaps. <br /> 5. Execute the UNET model. PWR will execute the UNET model provided by <br /> others. The purpose of this exercise will be to verify that the model provided does <br /> in fact run. The output generated from this run will be compazed to output <br /> provided to verify that the model in PWR's possession generates the expected <br /> results. We do not anticipate manipulating this model except as required to cause <br /> execution. The budget estimate provided indicates the anticipated budget for this <br /> PACIFIC <br /> WATER RESOURCES INC. <br /> <br />
