<br /> Lower Amazon Floodplain Analysis, Scope of Work Page 2 of S <br /> Pacific Water Resources, Inc. <br /> Greenhill Road drainage ditch, Groesbeck Channel, Dead Cow Creek, Amazon Creek, <br /> A3 Channel, and the Greenhill Tributary. <br /> The complexity of this assignment is too great for developing a detailed work plan at the <br /> outset. A full understanding of the problem and all the factors affecting it needs to be <br /> developed first. There may be many points along the way at which strategic decisions <br /> require us to alter our course or approach. At this point, the problem is so complex that <br /> various studies aze required to determine the best approach for moving forwazd. <br /> Approach <br /> PWR's approach to this project will be to perform the work in phases (i.e. tasks). Each <br /> phase or task will have a cleaz goal, an identified list of activities, deliverables, budget <br /> and schedule. This approach maximizes the value of the existing body of work and <br /> utilizes a deliberate, structured process for achieving the City's ultimate goals. This <br /> `phased' approach also provides PWR and the City with clear direction and confidence <br /> throughout the process. <br /> The first task or phase of work will develop an understanding of the azea's existing <br /> hydrology and hydraulics. Future task(s) will involve developing hydrologic and <br /> hydraulic models necessazy to achieve various project goals. At this time these goals <br /> include: determining the affect of the Corps wetland restoration project on the floodplain <br /> boundary in the vicinity of the project (i.e. some azeas currently in the FEMA <br /> "approximate A" zone may no longer be in the regulatory floodplaln as a result of the <br /> setback levees associated with this project), developing FEMA maps and submittals for a <br /> LOMB defining a regulatory floodplaln and, potentially, floodway, determining the most <br /> advantageous designation of the levees associated with the 1135 Wetland Restoration <br /> Project. It is also anticipated that this floodplain analysis will support the design of the <br /> Dragonfly Bend Habitat Enhancement Project, however any work done not directly <br /> related to this floodplain analysis objectives will be funded consistent with the task order <br /> for the Dragonfly Bend project. Other goals may emerge from this study as the process <br /> evolves. <br /> Work Scope <br /> The activities outlined below, combined with the level of effort identified on the attached <br /> "Fee Estimate for Lower Amazon Floodplaln Analysis" constitute the entire range of <br /> services to be performed for Task 1 only of this project. We anticipate that the total fee <br /> for this first task and the as-yet undefined Task 2 shall not exceed $50,000. However, <br /> given the hydrologic and hydraulic complexities described above, this estimate could <br /> change as we move through the process. <br /> PACIFIC <br /> WATER RESOURCES INC. <br /> <br />
